On 18 May 2018 the Department of Transport announced plans to ease traffic for residents and businesses in Kent in the event of a cross-Channel disruption. The new plans for "Operation Stack" will allow traffic to flow in both directions between junctions 8 and 9 on the M20 while lorries are being queued for Dover port and for Eurotunnel. This means that drivers can access both junctions rather than being diverted onto smaller roads. This will be made possible by using a contraflow on the northbound carriageway that will be available for use by early 2019.
DfT is also setting out plans to improve overnight lorry parking so that fewer lorries will be left on local roads or parked in lay-bys overnight.
A public consultation on a permanent solution for "Operation Stack" will be launched shortly by Highways England.
